Licensed card rooms can be owned by either private operators or by tribes

The Washington State Gambling Commission’s official position is that all forms of online gambling are illegal in the state. Sports Betting: Like many states, Washington legislators introduced bills in 2019 to re-regulate online sports betting to licensed tribal casinos (HB 1975) and on-site licensed horse tracks (HB 1992). The former remains in committee after passing the Senate while the latter was not approved. As of now, sports betting in Washington state remains illegal and most platforms do not accept sports bets from Washington residents.
